Council Decision (EU) 2024/1168 of 12 April 2024 appointing a member of the Court of Auditors

What it is

PURPOSE: to appoint an Italian Member of the Court of Auditors. CONTENT: under Article 247, paragraph 3, of the EC Treaty and Article 160b of the EAEC, Members of the Court of Auditors are appointed by the Council, acting by a qualified majority after having consulted the European Parliament. Given that the term of office of Mr Pietro Russo, appointed as a member of the European Court of Auditors on 1 March 2018 upon his nomination by Italy, will expire on 29 February 2024, the Italian government has proposed Mr Carlo Alberto Manfredi Selvaggi as a member of the European Court of Auditors. Consequently, this proposal aims to inform the European Parliament about the nomination of Mr Carlo Alberto Manfredi Selvaggi, an accounting judge who is a president of section and has experience in relations with the European Union in carrying out his professional activity. The European Parliament decided by 316 votes to 186, with 31 abstentions, to deliver a favourable opinion on the Council’s nomination of Carlo Alberto Manfredi Selvaggi (Italian candidate) as a Member of the Court of Auditors. By letter of 17 January 2024, the Council consulted Parliament on the nomination of Carlo Alberto Manfredi Selvaggi as a Member of the Court of Auditors. Parliament’s Committee on Budgetary Control then proceeded to evaluate Carlo Alberto Manfredi Selvaggi’s credentials. In carrying out that evaluation, the committee received a curriculum vitae from Carlo Alberto Manfredi Selvaggi, as well as the replies to the written questionnaire that he had been sent. The committee subsequently held a hearing with Carlo Alberto Manfredi Selvaggi on 22 February 2024, at which he made an opening statement and then answered questions put by the members of the committee.
